Tuakiri is delivering a vibrant,master-planned community within the Dairy Flat area in Tāmaki Makaurau/Auckland.
With community and environmental outcomes in mind, the project is designed to serve a wide range of housing needs ina rapidly growing region and provide significant infrastructure, ecological and landscape enhancements to the area.
The site spans 77.9 hectares and sits alongside Future Urban Zoned land under the Auckland Unitary Plan. It is in a well-connected location next to the Dairy Flat Highway and is close to schools, the Silverdale town centre as well as existing and planned employment areas.
The vision of the masterplan is to create a connected, resilient, and landscape responsive neighbourhood that reflects the changing identity of Dairy Flat and its role within Auckland’s future growth.

Long-term vision

Our masterplan recognises the significant changeanticipated and occurring across the wider Dairy Flat and Silverdale area, including future transport investment, employment growth and emerging urban communities.In response, we have designed a master-planned community todeliver housing, infrastructure and amenitiestoa region where more homes are needed.The site's cultural identity and natural landscape have played a fundamental role in shaping our masterplan, and our designs have been made to ensure mana whenua values are embedded and the site's natural features are protected and sustained. Working with our mana whenua partners, we are committed to deliveringpositive outcomes forMāori and wider communities in the region.The development will be delivered in a staged approach to balance infrastructure delivery, amenity provision and the creation of a strong community environment.

By delivering a coordinated and integrated development with high-quality housing and amenitiesin an area identified for future urbanisation, the masterplan brings together the best of urban and natural environments to create a strong sense of community where people want to live and work.CharacterUsing a landscape-led approach, almost a quarter of the site will be dedicated to open and green spaces. The masterplan has been intentionally structured around the natural environment, ensuring the primary development areas sit outside of the most sensitive ecological and hydrological corridors. This approach will enhance natural waterways, wetlandsand habitats, shaping a distinctive natural character and identity of the area for the community to enjoy.Team
Ryan Matthews | Ngāti Maniapoto
Founder & Managing DirectorRyan Matthews began his career in construction at 19 and has spent more than 20 years since building, problem-solving, and developing a deep understanding of what creates lasting outcomes in property.As Managing Director of Tuakiri Property, he is driven by the challenge of development — the ability to take something raw, shape it through process and decision-making, and deliver something that holds real value over time. Under his leadership, Tuakiri has delivered 16 quality developments and settled over $147.9 million in property value.His approach is hands-on, design-aware and outcome-focused. Two decades on site gave him an instinct for what works in practice, not just on paper, and that grounding still shapes how he leads today, whether on a single build or a project of scale. He cares as much about how a project is delivered as how it looks and functions once complete— the construction sequencing, the finish, the experience for the people who eventually call it home.With the growing demand for housing and infrastructure in New Zealand, Ryan sees Tuakiri’s role assupporting and enablingwell-planned developments in areas where more homes are needed to meet future growth. He works closely with architects, contractors, iwi and council partners, and delivery teams at every stage, and expects the same rigour from his team that he learned coming up through the trade. Stefan Powney
Growth & Acquisitions DirectorStefan leads Tuakiri's growth through the sourcing, evaluation and acquisition of high-quality land opportunities across New Zealand.As Growth & Acquisitions Director, he is responsible foridentifying and securing development opportunities, undertaking feasibility assessments and guiding projects through the early stages of the development lifecycle.With a strong background in residential development, land sales and acquisitions, Stefan brings a practical understanding of both acquisition and delivery. Throughout his career, he has managed sell-downs across projects comprising more than 750 homes, secured strategic land transactions for supermarket operators, and been involved in land subdivisions and master-planned communities exceeding 1,250 homes.His experience enables him to identify opportunities, manage risk and unlock value in complex sites while supporting Tuakiri's long-term growth strategy. Stefan works closely with landowners, consultants, councils and project partners to create high-quality communities and deliver developments that respond to market demand and add lasting value.

Squirrel Founder and Group Head of Property FinanceJohn Bolton is one of New Zealand's most influential voices in housing, property finance, and residential development, with more than 30 years' experience spanning banking, mortgage advisory, and development finance.At Tuakiri, he provides strategic oversight that helps turn ambitious developments into commercially successful communities.After senior leadership roles at ANZ and Westpac, John founded Squirrel in 2008 with a vision to create a fairer financial system for New Zealanders. Since then, he has grown Squirrel into one of the country's largest mortgage brokerages, facilitating more than $3 billion in residential lending annually. That scale gives him a unique perspective on housing demand, buyer behaviour, and market trends across New Zealand.Over the past decade, he has led Squirrel's evolution from a mortgage brokerage into a diversified financial services business spanning investment, property finance, and construction lending. Today, Squirrel Property Finance has originated more than $1.7 billion of construction lending across more than 1,500 residential development projects and is on track to fund over $1 billion of residential development lending this year.
Passionate about improving New Zealand's built environment, he is spearheading a multi-year research partnership with TRA to help developers better understand buyer preferences, housing demand, and the factors that drive successful residential developments. The programme is providing valuable market intelligence to the development community, helping shape better housing outcomes and stronger project performance.

Simon Clatworthy
Founder & Director at Corvara Capital Consulting
Simon brings over 35 years in financial management and corporate financial services, having worked for merchant banks, high net worth individuals and as an independent corporate advisor. His combined experience across corporate finance, M&A, governance, and his long-standing connections to both Australia and New Zealand make him well suited to support Tuakiri Property's strategic direction.Simon Clatworthy is the founder and director of Corvara Capital Consulting, a boutique professional services firm based in Sydney, Australia.Over the last 20 years, Simon has focussed solely on privately owned businesses, working with owners and executive teams in getting businesses ready for sale and, if required, assisting in the sale process. Through Corvara Capital, he advises family and private business owners on strategy, business performance, strategic remuneration design, and maximising business value.He has advised on numerous M&A transactions on both the sell and buy side, as well as facilitated successful mergers.
For more than 10 years, Simon has worked in an advisory capacity across a number of Ryan Matthews’ business ventures in Australia and New Zealand. With specific reference to Tuakiri, Simon has provides services with a specific emphasis of strategy, finance and accounting.
Prior to founding Corvara Capital, Simon held senior management and advisory positions including Investment Executive for Cullen Investments in Australia and New Zealand, which involved assisting in the management of merger and acquisition activities as well as providing directorship and corporate advisory services. His earlier career also included Associate Director at Bancorp Corporate Finance, and roles at Sibson & Co, Gates Opticians and Telecom New Zealand.
Simon holds a Master of Business Administration and a Bachelor of Commerce from the University of Auckland and is a Member of Chartered Accountants Australia and New Zealand.
Andrew Crosby
Managing Director at Xpect PropertyAndrew has developed projects ranging from large residential subdivisions, terrace homes and apartments to mixed use, retail and office across New Zealand and the United States. At Tuakiri, Andrew provides strategic advisory on large-scale house-and-land development—from consent phase through to governancewith a strong focus on risk management.As Project Director and CEO at Universal Homes, Andrew led the 42Ha WestHills subdivision: 1,500 homes, $1.3B delivery. The project demanded complex infrastructure sequencing and staged civil and housing rollout across multiple years.
Andrew lectures Property Development at Unitec, holds UDINZ founding board membership, and has authored four books on property strategy and development. He holds degrees in Architecture and Property from the University of Auckland.
